I would use the radial tool in Lightroom to brighten selected area's rather than the whole area, it will look more natural and it's less harsh than the brush tool.
With a bit of imagination you can highlight the area's you feel are lighter as is. Or work backwards and lighten the whole image then darken the sky back down with a grad.
Then gently add some add some slightly under exposed area's with the radial tool to create shadows where appropriate, just make sure not to drag the radial tool over the edges you don't require it. Its graduates towards the edge of the circle/oval, I tend to use a narrow longish Oval and increase the exposure to see what you're doing then reduce to your desired lightness. Also you can do the same technique with the temperature.
